I use 640x480 resolution on webcam for stream, and match output fps which would be 60fps ?

Streaming downscaled at 720p 5000kbps i prefer use x264 encoder as it gives me better quality but some games require alot cpu power so sometimes i switch to AMD encoder. My microphone is cheap one that goes with headphones and plug in in back mic in jack in sound card. My webcam is action cam SJcam 5000x elite I am using Streamlabs OBS for streaming, my pc is not strongest one but still capable to deliver enough power for all needs, FX 8300 and RX 470. I am having troubles with getting my microphone in sync with my webcam, I tried many different solutions and configurations and none of them works, mic starts synced with webcam and i see it in preview panel correctly, but as soon as i start streaming it get's out of sync.
